If your shift is less than 6 hours you are not required to receive a lunch and usually only get 1 paid 15 minute break. There is not an exact policy that I've ever been able to find that says you cannot take your last break 15 minutes before you leave. Normally it's just considered improper. Breaks and lunch policies also vary by state to state as well. Some states for instant do not require to give breaks since they are paid time.
